On this day, Conan, Ran, and their friends attend a demonstration of the latest game, Cocoon. Unlike any other game, Cocoon has the potential to revolutionize the global gaming industry, attracting influential figures from Japan's political, economic, and entertainment sectors. The event, attended by 50 game testers, are mostly descendants of the elite. Yusaku Kudo (or Booker Kudo), renowned mystery novelist and father of Shinichi Kudo, who is involved in the story development is also invited to the demonstration.

Amid the lively atmosphere, the head developer of the game, Kashimura, is found murdered in the basement. The bloodstains on the keyboard spelling "J-T-R" lead Conan to suspect that the answers may lie within the game. Under Booker's assistance, Conan joins the group of testers, and Ran, Haibara, and others also get the entry badges.

The 50 participants enter a large capsule resembling a cocoon. When the demonstration begins, the artificial intelligence system, Noah’s Ark, announces it has taken control, and it tells the audience that the kids must choose one of five games set in five realistic historical scenarios. Those testers eliminated will enter a dormant state, and if none of the fifty people are able to survive the game, it will kill the kids in reality using a large electromagnetic burst, aiming to bring about a societal rebirth in Japan.

Conan and the Junior Detectives, along with arrogant upper-class kids, choose the game set in 19th-century London's Baker Street, where the notorious Jack the Ripper is causing chaos, carrying vital information that Conan seeks.

Meanwhile, in the real world, Kudo is investigating the murder case……
